Note!  Passport applications will NOT be accepted on August 5 and November 4, the primary and general election days, respectively.

Complete applications (including required documentation) are accepted Monday through Friday, 8:00am until 4:00pm at Northville City Hall, 215 West Main Street in downtown Northville 248-349-1300.

TopWestern Hemisphere Travel Initiative

ALL PERSONS traveling by AIR between the US and Canada, Mexico, Bermuda, and the Caribbean Region, are now required to present a valid Passport Book. 

Apply for passports at City Hall.Ages 19 and older, traveling by LAND and SEA between the US and WHTI countries, are required to present either PROOF OF CITIZENSHIP  AND VALID PHOTO ID or a PASSPORT CARD (or, of course, a Passport Book).  Ages 18 and under are required to present proof of citizenship, such as a birth certificate. 

Full implementation of WHTI is expected in June 2009, which would require all travelers between the US and WHTI countries to present a valid Passport Card or Passport Book. 

WHTI Countries include:  Canada, Mexico, Bermuda, and the Caribbean Region (Anguilla, Antigua & Barbuda, Aruba, Bahamas, British Virgin Islands, Dominica, Dominican Republic, Grenada, Jamaica, Montserrat, Netherlands Antilles, St Kitts & Nevis, St Vincent & The Grenadines, Turks & Caicos)

The requirement does NOT apply to US citizens traveling to or returning directly from a US territory (American Samoa, Guam, Northern Mariana Islands, Puerto Rico, Swains Island, US Virgin Islands).

TopProcessing Time & Other Information

For current information about processing times and other details about foreign travel, visit the US Department of State website, or call 877- 487-2778 to speak with a customer service representative.

An application may be expedited for an additional $60, which should be included in the check for payment to the Department of State.  Both new applications and renewals may be expedited.

TopBirth Certificates 

In order for a birth certificate to be acceptable proof of citizenship, it must be a certified copy and include all of the following:

  • Full given name

  • Date of birth

  • Place of birth

  • Signature of the registrar

  • Authorized seal of the registrar’s office

  • Filing date within one year of the birth

The birth certificate must be submitted with the application, but will be returned to the customer. 

Photocopies are not acceptable.

TopPassport Book

Valid for travel by air, sea, and land.

Validity:  10 years for Adults (16 and older)
                5 years for Minors (under 16)

Cost for First Time Applicants
  $100 Adults  ($75 + $25)
  $ 75  Minors  ($50 + $25)

Use DS-11, Application for US Passport.

TopPassport Card

Not valid for travel by air.  Valid for land and sea crossings between the US and Canada, Mexico, Bermuda, and the Caribbean only. 

Validity:  10 years for Adults (16 and older)
                5 years for Minors (under 16)

Cost for First Time Applicants
  $45 Adults   ($20 + $25)
  $35 Minors   ($10 + $25)

Use DS-82, Application by Mail

TopBoth Book & Card

If you apply for both documents at the same time, the cost for first time applicants is:

  Adults     $120    ($95 + $25)
  Minors     $95     ($70 + $25)

TopWhat First Time Applicants Need

  • Everyone, including minor children, must appear in person

  • Completed Application, DS-11

  • Evidence of US citizenship— certified copy of birth certificate; previous passport; Certificate of Naturalization

  • Identification (driver’s license, state ID)

  • Passport photos

  • Fees

TopPayment of Fees 

The total cost for processing an application, whether it’s for a Book, Card, or both, includes a separate payment to the City of Northville for $25 which may be paid by cash, check or money order.

The balance is paid to the US Department of State and must be by check or money order.

TopRenewals

If you have an expired passport, you may be eligible to renew it by using form DS-82, Application for US Passport by Mail.  To be eligible, your most recent passport must meet ALL of the following conditions:

  • You can submit it.

  • You were at least 16 years old when it was issued.

  • It was issued less than 15 years ago.

  • It shows the same name you have now, or you have had your name changed by marriage or court order and can submit certified documentation which reflects the name change.

The fee for a renewal is $75.  If you are not eligible to use the DS-82, you may apply in person and use the DS-11.

TopApplying for Minors

Under 16

The minor child and both parents must appear, along with the following:

  • Evidence of the child’s citizenship

  • Evidence that the adults are the parents of the child

  • Valid personal ID for both parents

A certified copy of the child’s birth certificate is generally acceptable as evidence of citizenship and parenthood.  If the child has a previous passport, that should be submitted too.

If one parent is unable to appear, he/she must complete DS-3053, Statement of Consent, have it notarized, and give it to the applying parent to submit with the child’s application.

16 and 17

If the minor is unable to present photo ID with signature and date of birth, one parent must appear to identify the child. 

When a 16-17 year old is applying without a parent, it is advisable that the parent write the check for payment of fees.
