E-Government Plan

The City of Northville has undertaken the development of a e-government plan focused on delivering more content and services through the City's website.  It focuses on two major goals; extending existing processes and interactions to the web (payment systems, permitting, applications, information requests, etc.) and enhancing communication through the use of Internet technologies.

The following outlines projects accomplished to date, ongoing projects and projects planned within the next 18 months.

Enhancing Communication

Initiative / Status Description
Develop City Website:
Completed 7/02
The city's website went live in July of 2002.
Develop DDA Website:
Completed 9/02
The Downtown Development Authority website went live in September 2002.
Develop Intranet:
Phase I complete 5/03
The city's intranet will become available in October of 2003.  The website serves the employees of the city and primarily contains information on human resources, internal systems, bulletin board, etc.
Council Packets Online:
Scheduled for 10/03
To make distribution of this timely information more effective and less costly, the City will place all council packets on the Internet website.

Initiative / Status Description
Tax and Assessing Data:
Completed 2/03
Real property owners in the City will be able to look up current tax and assessing information for property in the City of Northville.  The objectives in making tax and assessing information available are:
  • Provide the data 24/7/365.
  • Ensure that the data is kept up-to-date and accurate.
  • Maintain the site's look-and-feel in the displaying of the data.
  • Not compromise the integrity of the internal assessment and tax rolls.

Property owner names will not be included in the data to ensure privacy.  Personal property will not be included in this application either due to privacy requirements.

Parking Ticket Payment:
Scheduled for 10/03
Residents or visitors to Downtown Northville who receive a parking ticket will be able to look up those tickets and pay fines from the City website.  The objectives in allowing parking tickets to be paid from the City website are:
  • Allow those ticketed to be able to pay fines at their convenience without having to drive to the city or mail the payment in.
  • Decrease the number of unpaid fines.
  • Maintain the site's look-and-feel in the displaying of the data.
  • Not compromise the integrity of the internal parking ticket data.
Business License Applications/ Renewals:
Awaiting internal software upgrades
The City processes approximately 20-30 new business license applications per year and about 400 renewals.  The initial application process will continue to require a visit to City Hall.  This helps to foster a relationship between new business owners and the City.  However, the annual renewals of the license can be automated via the Internet.  Currently there is no software for tracking Business Licenses.  The City will seek out such software at the appropriate time.  Once this software is identified, the process for performing renewals via the Internet will be investigated further. 
Dog Licenses:
Not considering web-enabling this service
Dog owners are required to license their four-legged friends annually.  Because a vet's signature (verifying rabies shots have been administered) is required, this process does not lend itself well to further automation on the Internet.  
Miscellaneous Publications:
Under consideration
The Clerk's office sells a variety of publications to the public including street and zoning maps, zoning ordinance books and historical design standards.  Currently a downloadable form is available on the website.  Selling these publications from the website will provide a more convenient way for residents to purchase them.  Fulfillment of the products will still need to be performed.

Utility Bill Payment:

Utility bill information will be made available on the website.  Businesses and residents will be able to log in, look up their water bill information and make a payment on the bill.  Click here to read detailed information about the system (internal use only).
Online Permitting:

The City wishes to allow residents, businesses and trades people to be able to apply and pay for various permits via the City website and to receive their permits via email.

Plante-Moran is currently analyzing options for upgrading the City's Parks and Recreation software.  .
Miscellaneous Interactions:
Not appropriate for Internet
The following processes are deemed to not be appropriate for web interaction either because there are too few transactions per year to justify the cost or a presence at City Hall is required:
  • Sidewalk Cafe
  • Solicitor/Peddler Permit
  • Massage Permit
  • Passports
