General Fund Budget for Fiscal Year 2002 Budget and Five-Year
Plan
General Description
The General Fund accounts for all police, fire, public works,
planning & zoning and administrative functions of City government.
Proposed Fiscal Year Overview
Overall, the approved General Fund budget reflects a decrease of
4.48% from last year. The City of Northville’s budget is essentially
a "maintenance" budget. The general operating millage for FY2002 was
decreased by 0.18 mill. This results in the lowest total City
millage in at least ten years. New this year, and included in the
total millage, is a 0.17 mill levy for general obligation bonds
issued in December 2000. The voters approved the bond issue for
Public Safety equipment in November 2000.
Based upon projections from the State of Michigan, the City’s
second greatest source of revenue, State Shared Revenues, is
expected to increase by 5.81%. The amount budgeted for future years’
shows no increase or decrease.
Lastly, the Technology section of the General Fund budget
includes funds for the continuation of several projects initiated in
current and prior years. These projects include document imaging,
City website presence, Internet access and geographic information
systems implementation. Due to the relatively large capital outlay
requirements for Technology, the City has taken a "phasing-in"
approach to technological improvements. This eases the budget impact
and creates manageable size projects based upon the City’s staffing
size.
Long Term Plan
The goals of the long-term plan are to provide an excellent level
of service to the Northville community and continue to implement
capital improvements as necessary, while keeping the millage rate at
a steady or decreasing amount. This will continue to be a challenge
for the City of Northville in light of limited development
opportunities in the City of Northville and taxable value
limitations imposed by Proposal A.
